Awhile back, Pixar thought it might be a good idea to follow the Disney model and begin making some direct-to-DVD sequels and spin-offs for some of their films. The first movie they were going to make a direct-to-DVD sequel for was Toy Story 2, but then John Lasseter took over and changed things around a bit, putting the brakes on the whole direct-to-DVD plan and turning Toy Story 2 into a big-screen feature.
