A young couple celebrating their wedding anniversary are the apparent victims of a murder and a carjacking. Unfortunately the crime scene is compromised by bad weather, whereupon the plot thickens when the stolen car unexpectedly turns up. Meanwhile, Catherine (Marg Helgenberger) goes head to head with a corrupt bureaucracy when three elderly citizens are killed in the collapse of a city-owned housing structure. ~ Hal Erickson, Rovi
