A&E profiles one of the modern-day outlaws in City Confidential: Rock Springs, WY. Police Chief Ed Cantrell made an executive decision when he but a bullet into fellow officer Michael Rosa. Cantrell declared his actions to be self-defense, citing Rosa's involvement with drugs. But his Wild West actions were called into question anyway.
